Preheat oven to 350 degrees. Line an 8 x 8 baking pan with parchment paper.
In a bowl, whisk together flour, baking powder, and salt. Set aside.
Using an electric mixer, mix butter and sugars until well blended. Add vanilla and egg and beat for one minute.
Add flour mixture to mixer ingredients and blend until just blended. Beat until just blended. Do not overmix. Stir in chocolate chips and pecans.
Spoon batter into the prepared pan and press down and smooth batter into pan.
Bake for 20-25 minutes until a toothpick comes out clean and top is firm. Let cool for 15 minutes, then slice and serve or place in airtight container at room temperture for a few days, or in the refrigerator for up to one week Store in the freezer for up to a month.
